STRUCTURAL TRANSFORMATIONS IN THE ECONOMY
Reformation of the state
property is an important line of structural reform of the economy of
the Republic of Belarus.
As for 1 January 2002,
4,991 state facilities had been reformed of which 1,249 were facilities
referred to the property of the Republic and 3,742 were communal
property facilities. The reformed enterprises employed 730,000 people
or about 20% of the number of persons employed in the national economy.
Of the total number of
enterprises reformed by the year 2001, 1,352 state enterprises had been
transformed into joint-stock companies (including 645 enterprises of
the Republic's ownership fund), 713 had been bought out by their labour
and leasing collectives (including 161 enterprises of the Republic's
ownership fund), 1,312 had been sold at actions (including 1,268
enterprises of the Republic's ownership fund). In addition, 1,614
facilities had been alienated through other methods, including
facilities that were used ineffectively or represented
construction-in-process facilities.
In future, the present
tendency in privatisation of small state-owned facilities will be
preserved - by way of their sale at auctions or by using monetary
means; reformation of middle-size enterprises of the Republic's
ownership fund by transforming them into open joint-stock companies
followed by sale of state shares, including to foreign investors.
As regards large
enterprises included into the Republic's ownership fund, the process
will be dominated by "individual" privatisation by
incorporation on the basis of investment projects (also by involving
foreign long-term investments).
Some enterprises from the
Republic's ownership fund will be reformed, for their financial
improvement, on initiative of the Government, whereas communal
enterprises will be reformed on initiative of local executive and
administrative bodies.
